AI Consulting for Small Business: What It Costs and Where to Start

The short answer: on Upwork, freelance AI consultants quote roughly $500 to $2,500 for an AI strategy assessment and $5,000 to $25,000 or more for an implementation project. Clutch puts AI development firms in the United States at $50 to $99 an hour on average.

Most small businesses don’t need a big project to start. They need one use with a measurable target, a small trial, and someone who makes sure the tool actually gets used.

How many small businesses use AI?

It depends on how you ask. The US Census Bureau’s Business Trends and Outlook Survey asks employer businesses whether they used AI in any business function in the last two weeks. In its September 2026 survey, 23.8% said yes, and 27.6% expected to be using AI within six months. Use rises with size: 23.8% of firms with one to four employees, against 44.0% of firms with 250 or more.

Surveys that count any AI tool, chatbots included, find far more. The U.S. Chamber of Commerce’s 2026 small business report puts it at 66% of small businesses, and a Goldman Sachs survey of its 10,000 Small Businesses participants found 76%. But the same Goldman Sachs survey found that only 14% say AI is fully embedded in their core operations, and 73% say they’d benefit from more training and implementation help.

That gap between trying AI and getting value from it is where consulting earns its fee, or doesn’t.

What AI consulting costs

Upwork publishes approximate prices for typical AI consulting projects on its marketplace:

Type of projectTypical price on Upwork
AI strategy assessment$500 to $2,500
Ongoing AI consulting retainer$2,000 to $10,000
Machine learning model development$3,000 to $15,000
AI implementation project$5,000 to $25,000+
Enterprise AI transformation$15,000 to $50,000+

For firms rather than freelancers, Clutch reports that AI development projects reviewed on its site range from $10,000 to $49,999, and that the average hourly rate for AI development companies based in the United States is $50 to $99. Those are mostly development agencies that build software, so treat them as a guide to build costs rather than to strategy advice.

Established consultancies usually charge more and price by project or retainer. Our guide to consulting fees covers how consultants price their time in general.

What you should get for the money

  • A strategy assessment should end with one to three uses, each with a measurable target and an owner. Not a report about AI in general.
  • A pilot should test one use on real work, with a starting figure measured before it begins.
  • An implementation should include training, a change to how the work is done, and a check a few weeks later that people still use it.
  • A retainer should buy you judgment: what to try next, what to stop, and which vendor pitch to ignore.

Why so many AI projects stall

Gartner found that by the end of 2025, at least 50% of generative AI projects had been abandoned after proof of concept, because of poor data quality, inadequate risk controls, escalating costs or unclear business value.

RAND’s study of why AI projects fail, based on interviews with data scientists and engineers, found the same pattern. The first root cause it lists is that people misunderstand or miscommunicate what problem the AI is meant to solve. Others include not having the data needed, chasing the latest technology rather than solving a real problem, and applying AI to problems it can’t yet solve.

Notice what’s missing from those lists: almost none of it is about the technology. It’s about picking the wrong problem, or no clear problem at all.

Where a small business should start

  1. Pick one number. Time to send a quote, response time to customers, hours spent on invoicing, cost per support ticket. If you can’t name the number, you’re not ready to spend money.
  2. Check what you already pay for. Office, accounting and customer-service software increasingly include AI features. Turn those on first.
  3. Run a small, measured trial. Measure the number for a few weeks before you change anything, then compare.
  4. Set rules for data. Decide what company and customer information may go into which tools before anyone starts pasting.
  5. Only then buy more. Expand what worked, drop what didn’t.

How to choose an AI consultant

Ask these before you sign anything:

  • Which number will this move, and by how much?
  • How will we measure it, and what’s the starting figure?
  • What happens if it doesn’t move?
  • Who on our side has to be involved, and for how many hours?
  • What will it cost to keep running after the project ends?
  • Will we own the setup, the prompts and the data?

A consultant who can’t answer the first three is selling activity, not results. That’s the idea behind how we do AI consulting: advice on a retainer or by the hour, or paid on results when there’s a clear number to move.

Frequently asked questions

How much does an AI consultant cost per hour?

It varies widely. Clutch reports an average of $50 to $99 an hour for AI development companies based in the United States. Strategy advice is often priced per project or retainer instead: Upwork’s guide puts an AI strategy assessment at $500 to $2,500.

Is AI worth it for a small business?

When it’s tied to a measurable result, yes. When it’s a general experiment with no target, it often stalls: Gartner found at least half of generative AI projects were abandoned after proof of concept by the end of 2025.

Do I need an AI consultant to start?

Not always. Turning on AI features you already pay for and writing a simple data policy need no consultant. A consultant earns the fee by helping you pick the right use and getting it adopted.

What should a first AI project cost?

Keep it small. On Upwork, an AI strategy assessment typically costs $500 to $2,500 and an implementation project starts at around $5,000.

Can AI consulting be paid on results?

Yes, when there’s a clear number to move. We agree the target and how it’s measured up front, and get paid when it moves. See paid-on-results consulting.
